MOGADISHU, Sept 17 (Reuters) - Ethiopian forces engaged in fierce clashes with al Shabaab fighters near the town of Rab Dhuure in western Somalia on Sunday morning, local residents said. At around 9 a.m. (0600 GMT) local residents heard large explosions followed by a heavy near the town of Rab Dhuure in Bakool region, around 20 km (12 miles) from the Ethiopia border. Al Shabaab claimed to have ambushed a large convoy of Ethiopian troops, who are operating in the area as part of regional efforts to wipe out the al Qaeda-affiliated group. "We heard about three huge explosions and then an exchange of heavy guns followed," said local resident Hassan Abdulle. In February Djibouti, Ethiopia and Kenya agreed to begin what they described as "search and destroy" operations against al Shabaab, in addition to the African Union-mandated peacekeeping force, which is expected to leave Somalia by the end of next year.

REUTERS/Dado Ruvic/Illustration Acquire Licensing RightsSept 8 (Reuters) - A Russian Agricultural Bank subsidiary in Luxembourg could immediately apply to SWIFT to "effectively enable access" for the bank to the international payments system within 30 days, the United Nations told Russia in a letter, seen by Reuters on Friday. A key Russian demand has been the reconnection of the Russian Agricultural Bank, Rosselkhozbank, to the SWIFT international payments system. "SWIFT has already confirmed that an expedited application process could be possible, bringing the time for effective access within 30 days," Guterres wrote. Russian fertilizer companies would also have to apply to national authorities within the EU for exemptions and the U.N. would engage with the EU on those requests. "The United Nations can help clarify the authorization process for different EU ports and work with Russian counterparts on obtaining the authorizations/permits pre-departure, if required."

Aug 1 (Reuters) - The first edition of the combined UCI Cycling World Championships begins in Glasgow on Thursday with 11 days of high-octane action across virtually every discipline. Archibald, whose first ventures in track cycling were at the Glasgow velodrome, will be part of a British track team looking to flex their muscles ahead of the Paris Olympics. Britain were only fifth in the medals table at last year's track world championships in Paris with three golds -- the men's team pursuit, men's omnium and women's points race. Track world championships ahead of an Olympic Games can be cagey meetings, with the big nations sometimes reluctant to play their hands -- although the British team will be airing their cutting-edge Hope-Lotus track bike. Other events at the world championships include indoor cycling and a full para road and track programme.

In many public universities, the cost of room and board has risen faster than the cost of tuition. Using the Internet Archive's Wayback Machine, Insider documented the reported tuition and room and board costs from ten public universities from 2012-2013 versus the 2022-2023 academic year. The data matches a trend that the College Board found, which noted that between 2009 and around 2014, the cost of room and board rose by more than 20 percent. Paying more for room and board leads to more debtAs students are forced to pay even more for room and board, they're often putting themselves into increasingly more debt. The sticker price of tuition, room, and board, however, isn't what it seems once interest is factored in.
